# **TotalEnergies Uganda: Expression of Interest (EOI) for EPC of 2 (20MW) Solar PV Plants**

 



## **Introduction**  

TotalEnergies EP Uganda, a leading multi-energy operator, invites experienced and reputable contractors to express their interest in providing **Engineering, Procurement, and Construction (EPC)** services for a turnkey project. This project involves the development of **two (2) 20MW ground-mounted solar photovoltaic (PV) plants** in the **Iganga and Tororo districts of Uganda**.  


This **Expression of Interest (EOI)** is aimed at assessing market capability and identifying potential bidders for a future **Call for Tender (CFT)**. Please note that this EOI is for market exploration and does not constitute a contractual commitment.  


## **Scope of Work**  


### **1. Engineering, Procurement & Construction (EPC)**  

The EPC scope includes:  


- **Project Management & Engineering**  

- **Procurement & Supply** of PV modules, Balance of System (BOS) equipment, substations, and overhead lines  

- **Construction & Installation** of infrastructure and equipment  

- **Testing, Commissioning & Performance Warranty**  


### **2. Operations & Maintenance (O&M)**  

- **Standard O&M Services** for the first two years post-commissioning (with termination rights after two years)  

- **Optional O&M Service** with an initial 10-year term (termination allowed after five years, with a possible 10-year extension)  


## **Detailed EPC Scope**  


### **A) Project Management**  

- Project oversight and site supervision  

- Quality control and compliance  

- Health, Safety, Security, Social & Environmental (H3SE) Management  


### **B) Engineering & Documentation**  

- Project design and engineering  

- Procurement and construction documentation  

- Certificates and factory acceptance testing  

- Commissioning and testing documentation  


### **C) Permitting & Regulatory Compliance**  

The contractor must obtain all necessary authorizations and permits from Ugandan authorities, including but not limited to:  


- Land/property access permits  

- Development and building permits  

- Environmental permits (waste disposal, water abstraction, effluent discharge, etc.)  

- Worksite registration and safety compliance  


### **D) Procurement**  

The contractor will be responsible for procuring the following key components:  


- PV Modules & Mounting Structures  

- Inverters & Control Systems  

- Meteorological Stations  

- Cabling, Step-up Transformers, and Overhead Lines  

- Fences, Gates & Spare Parts  


### **E) Construction & Installation**  

- Civil works, logistics, and infrastructure setup  

- Electrical and mechanical installations  

- System commissioning and interconnection  

- Cleaning, waste management, and site maintenance before provisional acceptance  


## **Eligibility Criteria & Financial Requirements**  


### **1. Mandatory Registration**  

- Current or pending registration with Uganda’s **National Supplier Database (NSD)** as per the **2016 Upstream Petroleum Regulations**  


### **2. Financial Stability**  

- Submission of **audited financial statements** for the last **five years (2019-2023)**  

- **Liquidity Ratio:** Current Assets / Current Liabilities ≥ 1  

- **Debt Ratio:** (Total Liabilities / Total Assets) ≤ 80%  

- **Average Annual Turnover:** At least **USD 50 million**  


### **3. Experience & Technical Expertise**  

- At least **three (3) contracts** for the **design and construction** of **10MW+ PV power plants**  

- At least **one (1) contract** for **PV plant operation & maintenance** for a large-scale PV plant  

- At least **two (2) contracts** for the **design and construction of 132kV (or higher) substations** in Sub-Saharan Africa  


### **4. National Content Compliance**  

- Commitment to **Uganda’s National Content Requirements** under the 2016 Petroleum Regulations  

- Employment, training, and skills transfer for Ugandan workers  

- Utilization of **locally available goods and services**
