# Job Opportunity: Director - Municipal Infrastructure & Technical Services

 


**Location**: Maluti-A-Phofung Local Municipality, Phuthaditjhaba, South Africa  

**Remuneration**: R1,283,670 - R1,724,407 per annum (as per Government Gazette No. 50737)

Maluti-A-Phofung Local Municipality, a progressive and inclusive employer, seeks a **Director: Municipal Infrastructure & Technical Services**. This leadership role offers a chance to drive impactful projects and contribute to the community’s development.  


## **Key Responsibilities**  

1. **Strategic Planning and Development**  

   - Oversee Integrated Development Planning (IDP), spatial planning, and land-use management.  

   - Develop and manage GIS building control services.  


2. **Infrastructure and Project Management**  

   - Lead the preparation of the User Asset Management Plan.  

   - Develop technical norms and standards for engineering projects.  

   - Manage the condition assessment and credibility of technical information.  

   - Investigate innovative service delivery mechanisms and conduct feasibility studies.  

   - Monitor labour-intensive construction methods following EPWP guidelines.  


3. **Compliance and Reporting**  

   - Ensure environmental, health, and safety regulations are met.  

   - Submit performance and expenditure reports on registered projects to relevant stakeholders.  

   - Monitor compliance with DORA framework conditions and submit regular reports.  


4. **Leadership and Community Engagement**  

   - Provide leadership in formal and informal housing projects.  

   - Liaise with community members, government bodies, and private stakeholders.  

   - Administer and implement housing legislation.  


5. **Team and Resource Management**  

   - Prepare budgets and manage departmental performance systems.  

   - Lead and develop cross-functional teams.  

   - Oversee policy revisions, procedure implementations, and by-law management.  


## **Minimum Requirements**  

- **Qualifications**:  

  - Bachelor of Science in Engineering or equivalent.  

  - Postgraduate qualifications or a Certificate of Competency (as per General Machinery Regulations, 1988) are advantageous.  

  - Registered with a recognized engineering professional body is a plus.  

- **Experience**:  

  - At least 5 years at a middle management level or as a program/project manager.  

  - Extensive knowledge of institutional governance systems, performance management, and public office environments.  

- **Skills**:  

  - Strong understanding of policy and legislation.  

  - Excellent leadership and communication skills.  

  - Valid Code B driver’s license.
