eThekwini Municipality is seeking an experienced and visionary **Deputy City Manager** to lead the Community and Emergency Services Cluster. This is a permanent, high-impact role offering a total annual remuneration package in line with the Local Government Municipal Systems Act (Act No. 32 of 2000).

#### **Key Responsibilities**
- **Strategic Planning:** Develop and implement short, medium, and long-term service delivery plans.
- **Leadership:** Provide visible, supportive leadership to achieve the Cluster’s business objectives.
- **Risk Management:** Oversee risk assessments, analyze internal audit reports, and ensure compliance.
- **Project Management:** Plan and structure projects methodically to ensure efficient control and delivery.
- **Stakeholder Relations:** Build effective relationships with external stakeholders and ensure consultation.
- **Performance Reporting:** Support financial and performance reporting to maintain Auditor-General assurance.
- **Governance:** Promote professional governance practices, manage compliance, and drive cooperative governance relationships.

#### **Essential Requirements**
1. **Education:**
- Bachelor’s Degree in Social Sciences, Health Sciences, Public Administration, Law, or Law Enforcement (NQF Level 7).
- Municipal Competency Certificate (obtainable within 18 months of appointment).
2. **Experience:**
- Minimum of 8 years in management, including at least 5 years at the middle management level.
3. **Additional Requirements:**
- Registration with a relevant professional body.
- Valid motor vehicle driving license.
